Certificate of Need approvals often hinge on two factors: demonstrated need and financial feasibility. With a background that includes participation in the preparation of over 100 certificate of need (CON) applications, testimony as an expert witness in two states, litigation support in three additional states, and drafting Comments and Opposition Statements in at least five states, I bring a grounded perspective on how applications are built and how they can be effectively challenged.
